Project Objective:

Improving and stimulating the development of secondary vocational education.

Project Tasks:

  • identifying successful experience in implementing joint projects and programs for interaction with employers, general education organizations, higher education, socially-oriented non-profit organizations, international educational centers for training and retraining of skilled workers and middle-level specialists (youth, adults, people with disabilities and health opportunities);
  • improvement of the process of additional professional and continuing education;
  • increased attention to successful regional modernization programs of the vocational education system in the constituent entities of the Russian Federation;
  • drawing attention to the development of the WorldSkills movement in Russia.

Program

The two-day program will discuss the development strategy of secondary vocational and additional vocational education, prospects for the development of the digital educational environment, the development and testing of new GEFs, monitoring in the system of vocational education, current issues of inclusive education, the development of the WorldSkills movement, new practices training of teachers of secondary vocational education, conducting All-Russian Olympiads of professional skills, financial literacy and education, as well as international cooperation.

Within the framework of the congress, it is planned to hold the All-Russian Conference "Modernization of the activities of regional systems of open source software in the light of current priorities of state policy."

The Congress will be attended by international experts, representatives of business structures and employers.


Much attention will be paid to the exhibition exposition “Professional Education: Modern Models”, where it is planned to demonstrate the results of the projects and the best practices of professional educational organizations.

Summary of the XIII Congress-Fair “Global Education”

On December 10-11, 2019, the XIII international Congress-Fair "Global Education" was held in Moscow. The event was held in the conference rooms of the "President-hotel" at the address: Moscow, B. Yakimanka, 24.

The purpose of the event was to improve and stimulate the development of secondary vocational education.

Project objectives: to identify successful experience in implementing projects on interaction with employers; to improve the process of additional professional and continuing education; to increase attention to successful regional programs of modernization of the vocational education system in the subjects of the Russian Federation; to attract attention to the development of the WorldSkills movement.

The participants received greetings from L. S. Gumerova, First Deputy Chairman of the Federation Council Committee on science, education and culture, L. N. Dukhanina, Deputy Chairman of The state Duma Committee on education and science, O. Yu. Vasilyeva, Minister of education of the Russian Federation, A. N. Shokhin, President of the Russian Union of Industrialists and entrepreneurs.

In his Greeting to participants of the Congress-Fair "Global Education" O. Vasilyeva noted that "currently the system of secondary professional education is confined to intense government and public scrutiny which requires thought out approach to the issues of personnel training and comprehensive development of personality" and "we need to concentrate resources and to modernize the vocational education system in order to quickly, efficiently and for a new cook to the staff, and at the level of world standards."

The two-day program of the Congress-Fair discussed the development of secondary vocational education and continuing education from the standpoint of the goals and objectives of the spatial development Strategy of the Russian Federation for the period up to 2025.

Tuesday, December 10

Director Of the Department of state policy in the field of vocational education and advanced training of the Ministry of education of the Russian Federation I. A. Chernoskutova announced the opening of the XIII International Congress-Fair "Global Education".

The floor for greeting on behalf of the Russian Union of Industrialists and entrepreneurs was given to F. T. Prokopov, Vice-President of the Russian Union of Industrialists and entrepreneurs.

V. M. Demin, President of the Union of Directors of secondary special educational institutions of Russia, made a greeting to the participants.

On the first day of the Congress-Fair "Global Education" the Plenary session "From the quality of education to effective employment: integrated solutions for the development of territories" was held. The moderator was Deputy Minister of education of the Russian Federation I.P.Potekhina.

The plenary session opened with interactive voting. All participants were offered 3 questions:

  1. What is the main obstacle to quality education and effective employment in your region?
  2. What needs to be changed in the VET system to ensure the demand for graduates in the labor market of the future?
  3. How to ensure the activities of the College to provide training in the professions of the future?

The audience actively participated in the voting, and priority issues that concern all participants were identified.

The session continued.

The moderator noted that "every year the pace of transformation in our industry is accelerating", huge successes have been achieved, but there are also many problematic issues that were proposed for discussion to the speakers of the Plenary session.

In the plenary session took part: A. Elin, the Director of the Department of the Ministry of economic development of Russian Federation, F. T. Prokopov, Vice President of Russian Union of Industrialists and entrepreneurs. A. N. Leibowitz, CEO of National Agency of qualification development, D. Yu. Zemlyansky, Chairman of the Council for study of productive forces, O. N. Nikitin, Deputy Minister of education and science of the Krasnoyarsk region, Irina Arzhanova, Executive Director of National Fund of personnel training.

The session was held in a lively and interesting discussion. Of particular interest was the performance of O. N. Nikitina, Deputy Minister of education and science of the Krasnoyarsk region, which shared the experience of development and creation of the Concept of modernization of vocational education to 2029 Krasnoyarsk region, told about the project "Yenisei Siberia", noted the importance of investment policy in vocational education, stressed that "vocational education system should be the Institute of human development".

The session ended with the continuation of interactive voting.

In the second block of the plenary session I. P. Potekhina presented A. G. Serebryakov, President Of the center for testing and development "Humanitarian technologies" at Moscow state University. M. V. Lomonosov. The center has developed an online project "Fitting room", the purpose of which in a live and interactive form to help high school students to choose their future profession.

On December 10, from 12.30 to 14.00, a Panel discussion "training for the industry: the effects of partnership between employers and the vocational education system" was held, moderated by A. A. Faktorovich, Deputy General Director of National Agency of qualification development.

The discussion was attended by: I. O. Hust, Chairman of the SEC in the hospitality industry; L. A. Lapin, Deputy Director General of ANO "development Center of vocational qualifications in the housing sector"; O. G. Kondratiev, Deputy Director for scientific-methodological and innovative activities of GAU DPO IO "Regional Institute of personnel policies and continuing vocational education"; O. F. Klink, head of the Basic center of training, retraining, advanced training of personnel National Agency of qualification development.

The participants of the discussion shared the experience of interaction of the VET system with employers, experience in the development of the system of professional qualifications and the creation of new competencies in various industries, discussed a new look at the mentoring system.

In parallel, the Coordination Council of the Ministry of education of the Russian Federation on the modernization of the training system for the 50 most popular and promising professions and specialties of secondary vocational education was held.

On the first day, the all – Russian conference "TSOPP-driver of innovations in the subjects of the Russian Federation" was held, which consisted of two parts. The moderator of the first part was I. V. Arzhanova. The moderator of the all-Russian conference of the second part was A. Yu. Ovchinnikov, Director of the Moscow branch of the Interregional Institute of advanced training of specialists of vocational education. One of the questions that were raised by the moderator for the speakers-identify the most difficult obstacles that need to be overcome in order to earn the project "Young professionals" in the regions.

In parallel with the all-Russian conference, two round tables were held at the ICV site: "Internationalization of TVET: prospects for international cooperation in training workers" and "WorldSkills Training for the regional economy: experience and prospects".

The round table "Internationalization of TVET: prospects for international cooperation in training workers" was moderated by A. N. Levchenko, Deputy Director Of the Department of state policy in the field of vocational education and advanced training of the Ministry of education of the Russian Federation.

The round table "WorldSkills Training for the regional economy: experience and prospects" was held in the format of a thematic section, moderated by I. A. Grankina, Deputy Director Of the Academy of WorldSkills Russia, the Union " Young professionals (WorldSkills Russia)".

Wednesday, December 11

The second day of THE Congress-Fair "Global Education" opened with a Panel discussion "General competencies of College graduates: how should they change in the context of new technological and social challenges?". This section was moderated by F. F. Dudyrev, Director Of the center for skills development and professional education of the Institute of education of the higher school of Economics. The discussion was attended by I. D. Frumin, research Director of the Institute of education of the higher school of Economics; O. A. Pavlova, Deputy Governor of the Belgorod region; T. V. Pashchenko, head of the Department. laboratory design content of education, Institute of education, national research UNIVERSITY "Higher school of Economics". The panel discussion was held in parallel in the online format.

On the second day, 3 sections were held: round table "education Programs: new challenges and current trends", Conference "Cluster interaction: a new scale of development of colleges", open seminar-espertiza "Experience of formation and evaluation of General competencies within the framework of GEF SPO: new demands of employers".

The round table was held in the format of the discussion "education Programs: new challenges and modern trends". Participants: S. A. Kartoshkin, Deputy Director of the Department of state policy in the field of professional education and advanced training of the Ministry of education of the Russian Federation; N. V. Bochanova, GAPOU TO "Tyumen technical school of food industry, Commerce and service", A. N. Zykova, head of the center for support of competitions, projects and programs in professional educational institutions, Irkutsk region, Churzina, senior methodologist for educational work GBPOU JSC "Astrakhan state Polytechnic College", K. V. Galyamova, Deputy Director of GAPOU "Ufa fuel and energy College".

Vasilieva O. Yu., Minister of education of the Russian Federation, took part in the Congress on the second day. In her speech, the Minister noted that " today we see a rapid growth in the popularity of secondary vocational education. Almost 59% of graduates choose secondary vocational education. Many of these guys have an excellent certificate and could easily become students of the best universities. Nevertheless, they make their first choice in favor of obtaining practical skills, and this, of course, obliges us to make effective decisions to ensure new high-quality training." Further, the Minister said that " it is necessary to give any citizen of the Russian Federation, regardless of age and place of residence, the opportunity to receive quality professional education, which will allow to have a high competitiveness at the international level."

This day took place the Conference "Topical issues of modernization of material-technical base of educational institutions within the framework of the Federal project "Young professionals", roundtable on "implementation of the regional standard of staffing of industrial growth" (the experience of the Belgorod region), round table in the form of pitch - section "Regional practices of implementing models of cluster cooperation: the experience of Russian colleges," round tables - the expert session,

Conference "Cluster interaction: a new scale for the development of colleges" was organized FGAOU DPO "GINFO". The organizer of the Conference "Updating the mechanisms of financing of SPO programs: basic principles and channels of implementation" was LLC SP "Sodruzhestvo".

The exhibition "Vocational education: modern models" demonstrated priority projects for the development of vocational education and the best regional practices of the subjects of the Russian Federation. The exhibition featured combined expositions from 5 regions of the Russian Federation.

In Congress-Fair "Global Education" was attended by more than 800 specialists in the sphere of SPO and DPO, including about 100 representatives of Executive authorities in the field of education and business representatives from 85 Russian regions, international experts in vocational education.
